If this so, try fixing it since this may cause other problems as well. Probably your installation folder is protected from writing files, even for a program in Administrator mode. Now, normally HialgoBoost does this copying and renaming automatically (if I remember correctly). Actually, in your case, it may be better to copy and rename registers_tesv.ini since your game is a "close relative". The way to create the file is to copy and rename hialgo_registers.ini. You can see examples in the installation folder. If the executable is tes5.exe, for example, create registers_enderal.ini.
